Superintendent Search


The Carroll ISD School Board has hired a superintendent search firm from Illinois to conduct a national search to replace retiring Superintendent Dr. Ted Gillum. The firm, Hazard, Young, Attea & Associates began the search process by collecting community input for development of a candidate's profile. HYA is being assisted in the search by the Texas Association of School Boards. Information about the ongoing process to find the right candidate for Carroll ISD will be posted to this web site as information becomes available.

The Search Process


Hazard, Young, Attea & Associates (HYA) conducts a multi-phased national search for superintendent candidates that includes the following: planning and preparation, candidate recruitment, and candidate evaluation. They are assisted in the Carroll ISD search by The Texas Association of School Boards.

The average superintendent search lasts about 90 days, but consultants say that finding the right candidate for Carroll ISD is a top priority, even if it means naming an interim leader until the right candidate becomes available.

Public Input Into The Superintendent Search Process

Parents, community and staff members were invited to provide input about the characteristics desired in the school district’s next Superintendent through a series of interview sessions on April 30 and May 1.

Sessions for residents of Carroll ISD were conducted in the cafeteria of Rockenbaugh Elementary School at 1 p.m. on Tuesday, April 30 and at the Carroll High School Student Activity Center (SAC) at 7:30 p.m. on Wednesday, May 1.

Profile Survey

Community and staff members unable to attend one of the community forums were able to click on the following hyperlink to print the “Leadership Profile Assessment” form (pdf). Completed forms were faxed or mailed  to the search firm consultants at 847-724-8467 or Hazard, Young, Attea & Associates, Ltd., 1151 Waukegan Road, Glenview, IL  60025.  The deadline for receiving faxed assessment forms was May 6, 2002.

Contract Details

The consulting fee for the services of the search firm is $20,500, to be paid in three installments plus travel expenses for search consultants and candidates. The CISD School Board approved the contact at the April 16, 2002 meeting.  The contract includes a termination clause that allowed the newly elected Board to consider whether or not they wanted to continue using the search firm past the candidate profile phase. Hazard, Young, Attea & Associates is conducting the Carroll ISD search, in conjunction with the Texas Association of School Boards. On May 13, 2002, the CISD Board of Education voted to continue utilizing the services of HYA and TASB in the search for a new superintendent.


Search Firm

Hazard, Young, Attea & Associates was established in 1987 by three experienced search consultants who had worked together informally for over 10 years. Since then, HYA has developed a network of approximately 60 associates in Texas, Arizona, California, Colorado, Connecticut, Florida, Illinois, Iowa, Michigan, Minnesota, New Jersey, New York, Ohio, Oregon, Washington and Wisconsin. Consultant Joan Levy
Ms. Levy has had a distinguished career as a board member, first serving as a member and then president of the Winnetka School District, then as a member and president of the New Trier Board and finally as a member and then president of the Illinois Association of School Boards.  Ms. Levy also has been an active member with the National Association of School Boards. She is assisting Dr. Bill Attea with the Carroll ISD Superintendent Search.

School Board Election

Carroll ISD was in a unique situation. The district began searching for a new superintendent during a time when a majority of the School Board seats were up for election May 4th. Trustees, as well as representatives from the search firm, agreed that major decisions about the candidate profile, interviews and finalists would be made by the new Board. The contract agreement with HYA allowed for the newly elected Board members to be a part of the profile process, as well as the ability to decide whether or not to continue using the services of HYA after the profiling portion of the search process was completed. The new Board voted to renew.

Breaking Superintendent Search News

The Carroll ISD School Board will meet on Monday, June 10 to discuss the hiring of an  interim superintendent. On June 3, Trustees interviewed two interim superintendent candidates in closed session. The June 10 meeting will be held in closed session from 5 p.m. until 6:30 p.m. At that time, the Board expects to reconvene into open session for further discussion and possible action on the 2002-2003 budget proposal. An action item to hire an interim superintendent is on the agenda, as well. The Board meeting will be held in the Administration Building, 1201 N. Carroll Avenue in Southlake.

A number of snack vending machines are electrically operated. There are snack vending machines that are see-through or have fronts which are glass-made. Various snack vending machines can only dispense as little as six or ten types of snacks or it can sell a wide range of snack and beverage choices.
