Carroll Independent School District



The Carroll ISD Board of Education has established several committees to make the Board more efficient and effective in its process, while drawing on the community resources where possible.

The purpose of the committees is to focus the expertise of certain Board members, administrative personnel, professional personnel and community participants toward specific tasks.

These committees include Budget and Finance, Technology, Academic and Co-Curricular Enhancement (ACE), and other committees as determined are needed by the Board.

The district is represented by Board members on several community-wide committees, including Joint Use Facilities, Drug and Alcohol Council and Teen Court. In addition, campus site-based committees have been established at each CISD school.

Budget and Finance Committee

2002-2003 Committee Chairman: Dale Crane

The Finance Committee's meetings are held on at the Administrative Annex, 3051 Dove. The next meeting is Thursday, April 6, 2002 at 7 p.m. If you are interested in participating on a Revenue Enhancement Committee, contact Donna Hosea at 817-949-8222.

April 6 Meeting Agenda

 

Responsibilities:

  • Review annual operating budget

  • Review annual capital expenditure budget

  • Prepare mid-term and long-term financial plan

  • Review of tax revenue base and projections

  • Conduct facilities planning and cost projections

  • Review alternate bond financing strategies

  • Review annual audit report

  • Review candidates for and recommend District Auditor

  • Consider all other district financial matters

  • Provide written report to full Board with discussions and recommendations

Membership:

  • Three Board members including one designated Chairperson

  • CISD Superintendent

  • CISD Financial Officers

  • CISD Principals by invitation

  • Others as recommended

Scheduled Meeting:

  • As deemed necessary by Chairperson

Technology Committee

The Academic Cocurricular Enhancement Committee meets twice a month during the regular school year. Meetings are called by the Committee Chairperson

Joint Use Committee

The Joint Use Committee meets every other month on the third Thursday.

Revenue Enhancement Committee

2001-2002 Committee Chairman: Dale Crane

The Revenue Enhancement Committee is led by chairman Dale Crane and serves as a subcommittee of the Budget & Finance Committee.

The Revenue Enhancement Committee was formed to help identify ways to increase revenue to offset Carroll ISD's Chapter 41 (Robin Hood) financial losses. The committee meets every other Thursday at 7 p.m. at the Administration Annex, 3051 Dove in Grapevine.

District Advisory Committee

November 5 Meeting Summary
Members of the District Advisory Committee met November 5 to discuss results of the 2001 Drug and Alcohol Student Survey and proposed calendars for the 2002-2003 school year. The meeting was led by Chairman John Bailey, Assistant Superintendent for Curriculum and Instruction.

Curriculum Coordinator Dinah Chancellor presented committee members with results of the 2001 Drug and Alcohol survey conducted of students in the spring of 2001. For the first time in the past three years, some of the CISD statistics for alcohol and drug use decreased. Mrs. Chancellor outlined curriculum programs in Carroll schools and efforts by the City of Southlake/Carroll ISD Drug and Alcohol Awareness Committee.

Dr. Nancy Rindone, Director of Staff and Program Development, presented two options for the 2002-2003 school calendar. Committee members discussed the State Legislature's recent law that requires districts to conduct a public hearing and obtain a waiver if they want to start school before the week of August 21, 2002. Committee members agreed that most parents prefer a later start date. The consensus of the group was to use Calendar Option 1 to present to the community and school staff. Comments and suggestions on the calendar will be collected by the district for presentation of a calendar to the Board in January.

Sept. 17 Meeting Summary
The District Advisory Committee met Monday, September 17 for an organizational meeting at the CISD Administrative Annex, 3051 Dove Road. Chairman John Bailey, Assistant Superintendent for Curriculum & Instruction, gave a report on the Texas Academic Excellence Indicator System, sharing accountability results and comparisons between CISD student performance and the benchmark districts of Coppell, Highland Park, Friendswood and Eanes. Mr. Bailey also reviewed the CISD District Improvement Plan and outlined the committee's challenge to begin preparations for a development of a new three-year plan in 2002.

Superintendent Dr. Ted Gillum spoke briefly with committee members, commending the school employees for their handling of the recent tragedies facing our country. He said the district had received a number of compliments from parents for the way the sensitive situation was handled with students.

Julie Thannum, Director of Communications, reviewed updates to the district's Crisis Management Plan and urged staff members to participate in staff development crisis workshops scheduled this year. The district recently updated its policies on lockdown procedures, heat advisories and situations involving threats. The new document has been delivered to CISD crisis team members and has been E-mailed in pdf format to each CISD employee.

Committee members briefly reviewed applications for DAC membership that were submitted by local citizens. The group agreed to vote on citizen participation by a campus mail ballot. Selected participants will be notified prior to the next meeting.

The DAC's next meeting is scheduled for 4 p.m. on Monday, November 5 at the Administration Annex, 3051 Dove.

Drug and Alcohol Awareness Committee

Campus Site-Based Committees

Responsibilities:

  • Assist Principal in planning

  • Serve as a sounding board for school improvements

  • Discuss issues pertaining to staffing, budget, goal setting, curriculum, and school organization

Membership:

  • At least two parents and two community residents

  • At least three campus-based professional employees other than the principal

  • Not less than two-thirds of the professional employees serving on the committee shall be classroom teachers; the remaining employee members shall be nonteaching professional employees

  • Classroom teachers shall be nominated and elected by all campus staff

  • Other campus-based nonteaching professionals shall be nominated and elected by all campus staff.

Scheduled Meeting:

  • Once a month

A number of snack vending machines are electrically operated. There are snack vending machines that are see-through or have fronts which are glass-made. Various snack vending machines can only dispense as little as six or ten types of snacks or it can sell a wide range of snack and beverage choices.
