Candidates offer finance reports

Hopefuls must file again April 27

04/08/2001

By Richard Abshire / The Dallas Morning News

Thursday was the deadline for candidates in the May 5 City Council election to submit the first of two campaign finance reports.

In District 4, Matt Hilton reported $317 in contributions, no loans and $296 in expenditures – $220 for mailing lists and miscellaneous expenses of $76.

Mr. Hilton listed a $100 contribution from Peggy Adams; $102 from Timothy S. Prewitt, his campaign treasurer; and $115 in non-itemized contributions of $50 or less.

Weldon E. "Ed" Bradley Jr., his opponent, reported no contributions and a $500 loan from himself, against $270.17 in expenditures – $211.04 for yard signs and $59.13 for a mailing list.

Mr. Hilton and Mr. Bradley are vying for the council seat occupied by Ruben Avelar, who will step down after two consecutive two-year terms, as required by the city charter.

For the first time under a charter amendment approved by voters last year, candidates elected in May will serve three-year terms.

Two of the three incumbent council members who are running unopposed – Michael Holden in District 1 and Jackie Feagin in District 5 – also filed campaign finance reports on Thursday.

Mr. Holden reported no contributions or loans and $92.01 in expenditures.

Mr. Feagin marked a box on his expense report indicating "no reportable activity."

District 2 incumbent Jim Dunn, who is unopposed, missed Thursday's deadline for submitting the report.

He said Friday that there was a delay because he had forgotten he had to sign the form, and he turned it in Friday morning.

The city secretary's office confirmed Friday that Mr. Dunn's report showed no contributions or loans and $172 in expenses – $80 for magnetic business cards and $92 for a mailing list.

The law requires candidates to file campaign expense reports twice – 30 days before the May 5 election, which was Thursday, and again April 27.

A candidate who files an affidavit indicating campaign expenses will not exceed $500 does not have to file expense reports.

City Secretary Ranette Larsen said Friday that none of the candidates had filed such an affidavit.
