ENGINEERING ADMINISTRATOR – (Electric Operations) - Electric POSITION FUNCTION: To perform the tasks expected of Engineering Administrator for the day-to-day operating functions and future enhancements of a typical electric utility Energy Operations Division. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor of Science degree in Engineering or Computer Science with emphasis in electric power systems and five years experience in the electric utility industry with at least two of those years in a supervisory position; or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Thorough knowledge of electric power systems. Familiarity withthe ERCOT system a definite plus. Ability to supervise staff and manage projects. Knowledge of computerized Load Flow calculations, Stability Analysis, Contingency analysis, and line loss calculations is desirable. Working knowledge of SCADA/EMS functionalities is required and familiarity with bulk electrical systems is necessary. Familiarity with distribution automation and substation monitoring techniques is desirable. Working knowledge of ERCOT Operating Guides is a definite advantage. Working knowledge of standard spreadsheet applications and word-processing applications is a must. ESSENTIAL JOB FUNCTIONS: (The position exists to perform these functions) System operating responsibilities and interfacing with ERCOT and ERCOT/ISO. Will be the lead coordinator on several ERCOT subcommittees on behalf of Garland, Denton and Greenville electric utilities. Managing, maintaining and enhancing DGG bulk power-marketing efforts. Occasional maintenance of the GP&L energy allocation programming may be required. Taking the lead role in the integration of NERC and ERCOT compliance/penalty initiatives proactive approach to product assessment and technology implementation. ASSISTANT CITY ATTORNEY - City Attorney POSITION FUNCTION: To serve as the Municipal Court Prosecutor. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelors of Law (L.L.B.), or Juris Doctor (J.D.) Degree; two years as a practicing attorney;or any other equivalent combination of education and experience which provides the candidate with the following knowledge, abilities, and skills. PHYSICAL TASKS AND WORKING CONDITIONS: Normal forty-hour workweek Monday through Friday. However, overtime is required in order to accomplish assigned responsibilities. Physical tasks include operation of computer, phone, FAX and copy machines. Ability to drive automatic transmission car or light truck. Ability to carry plan sets (15 lbs. or less) for relatively short distances. Ability to physically negotiate jobsites as described below. Approximately sixty five percent of time is in a typical air-conditioned design office. Approximately thirty five percent of time spent in the field at construction sites, in existing roadways, in creek bottoms and drainage channels and at developed and undeveloped property during all types of weather. Construction sites involve exposure to heavy equipment, excavations, fumes, dust and high noise levels. Existing roadways present exposure to traffic and fumes.
SENIOR INFORMATION SYSTEMS ANALYST - Management Information Services POSITION FUNCTION: Responsible for the full life cycle of application delivery and support for the City’s electronic information systems, including project management, requirements analysis, product evaluation and negotiation, application development, implementation and ongoing support. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor’s degree in computer related field and three years experience with two years of IS experience in application support, project management and business analysis; or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills. INFORMATION SYSTEMS COORDINATOR (Network Administrator) Management Information Services POSITION FUNCTION: Planning, installing, configuring, managing, and maintaining the City network systems which include the use of communication hardware and software for connecting multiple platforms for city-wide communication, data storage and data sharing. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor’s Degree in Computer Science or related field and three years experience working with Microsoft NT networking and/or UNIX platforms; or any equivalent combination of experience and education which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES AND SKILLS: Must have working experience administering Microsoft NT networking. Working experience administering Novell networking a plus. Working experiences with UNIX a plus. Must have the ability to understand and implement verbal and written instructions. Must be a self-starter. INSPECTION SUPERVISOR (Chief Plans Examiner)- Building Inspection POSITION FUNCTION: Reviews construction compliance with building, mechanical, electrical, plumbing codes, local amendments and ordinances prior to issuing permits. Supervises Plans Examiners in daily activities. Coordinates workload, quality control of work product, instruct Plans Examiners on intent of code, provide training in interpretations of the various codes and ordinances. Direct and advise construction community and department staff on code requirements and interpretation of various codes and ordinances. Meet with Architects, Developers, and Contractors on City code requirements. Represent Building Inspection Department in Technical Review Committee meetings, Building and Fire Codes Boards, and Plan Commission meetings. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Associates Degree in related field, five years of experience in area of specialization, at least two years of which should be progressive experience employing applicable codes and ordinances. Prefer a Bachelor of Science Degree in Architecture, Engineering, or Construction Management with two to four years of construction experience, and two to four years as a Plans Examiner; or any equivalent combination of experience and education which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge of construction principles and practices in the installation and construction, building, mechanical, electrical, and plumbing work zoning ordinances. Ability to read and interpret code requirements in building, mechanical, electrical, and plumbing trades. NETLS LIBRARIAN – (Assistant Coordinator/Collection Development Consultant) Library POSITION FUNCTION: To manage the day to day operations of NETLS in the absence of the Coordinator. To assist the Coordinator in the preparation of documents required for the operation of NETLS (i.e. Plan of Service; Biennial Budget; budget amendment paperwork; monthly, quarterly, semiannual and annual reports to TSLAC). To manage the NETLS budget (including NETLS interface with City of Garland SFG system). To serve as Collection Development Specialist for NETLS. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Master’s degree in Library Science/ Library and Information Science (MLS/MLIS) from a program accredited by the American Library Association. A minimum of four years experience as a professional Librarian including two years with selection and collection development responsibilities. May have been the Director of a small community library or head of a department of a large library (i.e. Head of Reference; Head of Collection Development). Must have supervised other staff; or any equivalent combination of training and experience; and recent and relevant experience that provides the candidate with the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge and understanding of current practices of collection development for public libraries including awareness of selecting and ordering. GRADUATE ENGINEER – Solid Waste Disposal/Landfill POSITION FUNCTION: To perform entry-level Engineering work to ensure optimal development of substandard drainage systems and other public works construction. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelors degree in Civil Engineering and no experience required; or any equivalent combination of experience which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge of word processing and spreadsheet programs; federal public law, state statutes, and regulations pertinent to development of public works construction. Ability to prepare reports for management; analyze data and recommend effective solutions. Skill to operate a personal computer and standard office equipment. ESSENTIAL JOB FUNCTIONS: (The position exists to perform these functions.) Designs and review public works plans by visiting sites to obtain information; and by monitoring designs to ensure that proposed construction plans accurately represent field conditions; aids citizens with development questions by responding to inquiries concerning issues such as flood plain location and utility locations. CONTRACT COMPLIANCE SPECIALIST – Electric Administration POSITION FUNCTION: Maintains a working knowledge of current regulations and laws pertaining to contractual agreements in order to perform routine status checks and cost compliance with contractual agreements. Insure compliance with contract specifications and maintain records to determine partial and final payments. Negotiates, administers, extends, terminates, or re-negotiates contracts with suppliers. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelors Degree in Business Administration with a knowledge of accounting and finance and one year of experience; preferably experience with electric utilities; or any other equivalent combination of education and recent and relevant experience which provides the candidate with the following knowledge abilities and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Familiar with basic contract language, formulation of contracts, time-keeping documentation and other aspects of construction contracts. Knowledge of basic office machines; the English language, spelling, punctuation, basic rules of grammar, and human relation’s skills. Ability to speak clearly, identify and locate appropriate sources of information; establish and maintain good working relationships with citizens and other City employees; to be computer and software literate. ESSENTIAL JOB FUNCTIONS: (The position exists to perform these functions.) Provides progress and statistics of contract reports to department heads. Develops and maintains a working knowledge of the audit process in order to incorporate and implement changes in the departmental audit process so as to track expenditures of contracts. Must work with legal and other City departments to draft commercial contracts for various needs. Writes policy and procedures necessary to develop standard contractual documents. Maintains vigilance over several number of concurrent, varied and complex public works projects. Tracks contract compliance and identifies participant specific compliance issues and support resolution. LICENSES AND CERTIFICATIONS:A valid driver's license. Contract professional Contracts Manager (CPCM) certification not required, but is desirable. PHYSICAL TASKS AND WORKING CONDITIONS: Works in a typical office environment for eight hours per day; stand for four hours daily; sit seven hours daily; talk on phone seven hours; transport a maximum of twenty-five pounds; kneel four hours daily. The nature of the work may require the incumbent to occasionally deal with uncooperative citizens and employees to discuss and resolve problems with the services and documents provided by other city employees. Will be required to travel to outlying generation plants to review documentation and progress of construction two-three days a week or on a regular basis.
FINANCIAL ANALYST (Fixed Asset Accountant) – Financial Services POSITION FUNCTION: Accountant for City’s fixed assets through an asset management system coordinating the addition and retirement of assets with various operating departments. Maintenance of general ledger and sub-ledgers related to GAAP asset accounting. Preparation of monthly and annual financial statements. Exercise technical accounting knowledge and experience to resolve accounting related problems. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Graduation from an accredited college or university with a BBA in Accounting, Finance, general business or related field supplemented by one year of fixed asset and/or governmental accounting experience. Work experience should include automated fixed asset or asset management system maintenance as well as financial statement preparation; or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge of GAAP as applied to governmental accounting and financial reporting; FERC accounting; fixed asset accounting in an automated fixed asset system environment; spreadsheet, data base and word processing PC applications. FINANCIAL ANALYST (Rate Analyst) - Financial Services POSITION FUNCTION: Prepare and accumulate statistical and financial data for use by Rate Manager in developing and analyzing utility demand forecasts and rates; assists with preparation of Electric, Water, Wastewater, and Sanitation rate comparisons, cash flow forecasts, debt projections, and funding requirements; accumulates financial data and assists with development, billing and monitoring of Electric Utility rates under Public Utilities Commission guidelines. Prepares and accumulates accounting data for journal entries and financial work-paper preparation; assists with establishment of activity-based cost collection policies and procedures and conducts training with user department related to those policies and procedures. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor’s degree in statistics, accounting or related field and one year of related experience; or any equivalent combination of education and recent and relevant experience which provides the candidate with the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge principles and practices used in governmental budget, standard accounting practices of offices; standard business practices; the English language; accounting management, audit and financial control systems. LIBRARIAN (Children’s Librarian) - Library POSITION FUNCTION: To provide quality library and information services to the public. Reference reader’s advisory, book selection, and collection development. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Requires a Master’s degree in Library Science from an American Library Association accredited college or university; or any equivalent combination of education and recent relevant experience which provides the candidate with the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Must be able to conduct a quality reference interview, selection tools, materials ordering techniques and good communication skills. ELECTRIC PLANT COORDINATOR - Electric POSITION FUNCTION: Provides the work activities scheduling and time completion estimates for twelve power plant mechanical maintenance technicians. Will also provide workflow assignments and direction in the absence of maintenance supervisor. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: High school diploma or General Equivalency Diploma with six months/one year of relevant advanced study or training past the high school equivalency and three years of power plant mechanical maintenance technician experience; or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge of power plant maintenance, safety and tag-out procedures. PHYSICAL TASKS AND WORKING CONDITIONS: Fifty percent of the time is spent in an office type atmosphere the conditions are noisy, hot/cold and wet. The other fifty percent is spent outside in the plant where conditions are the same as ambient conditions.
BUILDING COORDINATOR - (Residential Plans Examiner) Building Inspection POSITION FUNCTION: Reviews residential, commercial and zoning plans and permits for compliance with building code, local amendments and ordinances prior to issuing permits. Direct and advise construction community code requirements and interpretation of various codes and ordinances. Issuance of various residential and commercial permits, Certificates of Occupancy, Signs, Fences, and other general permits. Meet with Architects, Developers, and Contractors on City code requirements. Advise Building Inspection Department on sign variances; prepare reports to the Plan Commission concerning any sign variance request under the supervision of the Building Official. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: Associates Degree in related field, four years of experience in area of specialization, at least two years of which should be progressive experience employing applicable codes and ordinances. Prefer a Bachelor of Science Degree in Architecture, Engineering, or Construction Management with two to four years of construction experience, and two to four years as a Plans Examiner; or any equivalent combination of experience and education which provides the following knowledge, abilities, and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge of principles and practices in the installation of building construction and local zoning. Ability to read and interpret requirements on construction plans and documents, building code, local amendments, plats and zoning maps. INSPECTOR - (Building and Zoning Inspector) Building Inspection POSITION FUNCTION: Inspects construction work on all buildings and structures to assure compliance is met with building codes, zoning and other local ordinances. Provide instructions over the phone and in person concerning the application and intent of code requirements to both residential and commercial projects and view complex or specialized installations for code compliance. Review blue prints on construction sites and recording results of inspections for permanent record. PUMP MAINTENANCE TECHNICIAN (Plant Mechanic/Electrician) - Water Utilities POSITION FUNCTION: To perform a variety of service/maintenance work which contributes to the upkeep and care of City of Garland Infrastructure facilities. To perform the mechanical and electrical maintenance and repair to water and wastewater pumping, storage and operational facilities. To include pumps, motors, valves, chemical feed, engine generators, structural, grounds and all related equipment and piping. Performs related duties as required by the Pump Station Maintenance Division. Single phase and the phase electrical systems to 480VAC and may assist on systems to 4160VAC. Maintains the plants and facilities in accordance with TNRCC regulations. Both scheduled overtime and emergency overtime may be required without prior notice. LICENSES AND CERTIFICATION: Possession of a valid class “A” Commercial driver’s license or the ability to obtain within six months of hire. Requires TNRCC Certification and electrical license or will be required in accordance with skilled based pay system. ENVIRONMENTAL TECHNICIAN - Water Recycling POSITION FUNCTION: Collection of industrial samples from permitted industrial users; certificate of occupancy inspections; EPA/TNRCC record keeping. MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: High School Diploma or General Equivalency Diploma and one year experience in related field, prefer some college and computer experience; or any equivalent combination of experience and education which provides the following knowledge, abilities and skills. PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS: Must be able to read/write, perform mathematical calculations, and have extensive knowledge of EPA/TNRCC rules and regulations. Skill to operate a personal computer. ESSENTIAL JOB FUNCTIONS: (The position exists to perform these functions.) Programming and operation of ISCO samplers, collecting samples, completing detailed chain-of-custody sheets, and delivery of samples to the laboratory. Routing and traveling to and from industrial user's facilities and back to lab. Operating sampling vehicle, sampling equipment, and related equipment. Perform on-site walk through inspections of new and existing facilities to determine compliance with federal, state and local ordinance requirements. Data entry into computer of all sampling analyses and inspection results for permitted industrial users. LICENSES AND CERTIFICATIONS: No specific licenses or certifications are required at this time, however EPA and TNRCC are putting together a Certification program, which will be mandatory. A valid driver’s license. PHYSICAL TASKS AND WORKING CONDITIONS: Work schedule is ten-hour days. Will use city vehicle to travel from industry to industry. Uses PC for data compilation, report preparation and correspondence. Uses sampling/monitoring equipment for collecting industrial samples. Works in extreme temperatures, noise, dirt and dust, hazardous industrial chemicals and toxic situations.
