MAY 5, 2001 CITY COUNCIL ELECTION

The election process is the basis for the preservation of our democratic form of government at all levels. The General Election to elect City Officers is scheduled for Saturday, May 5, 2001. The seats open for election are Council Places 1, 3, 5 and 7.

ELECTIONS

The city of Carrollton is a Home Rule city with a Council-Manager form of government. The City Council consists of a Mayor and seven council members who are elected at-large by majority vote. Individuals holding the office of Mayor and Places 2, 4 and 6 may live in any area of the city. Places 1, 3, 5 and 7 have a residency requirement as provided by the City Charter and ordinance, and are generally described as follows:

  •    Place 1 - Northeast quadrant encompassing Denton and Collin County;
  •    Place 3 - Southwest quadrant wholly within Dallas County;
  •    Place 5 - Northwest quadrant wholly within Denton County; and
  •    Place 7 - Southeast quadrant wholly within Dallas County.

The city of Carrollton holds the General Election each year on the first Saturday in May in which the Mayor and Council members are elected. The Mayor and Council members to fill Places 2, 4 and 6 are elected in even-numbered years. The Council members to fill Places 1, 3, 5 and 7 are elected in odd-numbered years.

The City Charter provides that the term of office for mayor and council members is two years with term limits of three consecutive terms.

In order to be a member of the City Council, the following requirements must be met:

  •    Be a United States citizen;
  •    Be 18 years of age or older on the first day of the term to be filled;
  •    Have not been determined mentally incompetent by a final judgement of a court;
  •    Have not been finally convicted of a felony from which the person has not been pardoned
       or otherwise released from    the resulting disabilities;
  •    Have resided continuously in the state of Texas for 12 months and in the city for 6
       months immediately preceding the    deadline for filing an application for a place on the ballot;
  •    Shall hold no other public office except that of notary public or member of the National Guard or
       armed services;
  •    Be a qualified voter of the city of Carrollton; and
  •    Not be in arrears in the payment of any taxes or other liability due the city.

Please keep in mind that   elections are ordered by different entities causing different polling sites to be used. The city of Carrollton combines the 30 county precincts in its city limits into six election-day polling sites. Combining precincts reduces the cost of the election process and is generally determined by the number of voters. The table below illustrates the voter turnout for city elections held in 1998, 1999 and 2000.

QUALIFICATIONS AND REQUIREMENTS FOR VOTING IN TEXAS

Voter registration takes place at the County level by completing and submitting a voter registration application. The voter registration application can be obtained at Carrollton City Hall, 1945 E. Jackson Road, or at any of  the libraries located in Carrollton. You may also contact the office of the City Secretary at (972) 466-3582 for an application form, and it will be mailed to you or you may contact the Voter Registrar for the county in which you live.

If you are not sure if you are registered to vote, you may contact the appropriate Voter Registrar's Office at the number or address listed above.

To be a qualified voter in Texas, a person must;

  1.    Be 18 years of age or older;
  2.    Be a United States citizen;
  3.    Not have been determined mentally incompetent by a final judgement of a court;
  4.    Not have been finally convicted of a felony or, if so convicted, has: a. received a certificate of
       discharge by the pardons and paroles division of the Texas Department of Criminal Justice or
       completed a period of probation ordered by a court and at least two years have elapsed
       from the date of the receipt or completion;  or, b. been  pardoned or otherwise released from
       the resulting disability to vote;
  5.    Be a resident of the county or political subdivision on the day of the election; and
  6.    Be registered to vote.
