Geographic Information System (GIS) Manager - The Dallas Central Appraisal District (DCAD) has an immediate opening for a Manager of the three-person GIS division of the Information Services (IS) Department. This highly visible technical position is responsible for the planning, implementation, and management of the District-wide GIS system. The GIS division's role is currently evolving from a data creation to an applications deployment effort. Candidates will be expected to coordinate the efforts of DCAD, and consultants in the development of customized GIS applications and components for use by DCAD personnel as well as the governmental entities and public that we serve. Highly Experienced VB Developer with Database Experience - The Dallas Central Appraisal District has an immediate opening for a highly experienced Visual Basic Programmer with either SQL or DB2 database experience. This position will be involved in a major application development effort that will involve the complete re-write of the District's legacy programs. This key position requires extensive (minimum of 3-5 years) development experience using Visual Basic 6.0 and either SQL or DB2 databases. Experience in multiple platforms including mobile devices, client-server, and mainframe computers is helpful. In addition to programming responsibilities this position will be involved in mentoring other employees with less extensive experience. This position will have the responsibility for receiving and directing telephone calls and visitors as well as operating and programming the PBX system. This position requires a high school diploma and light typing. Previous experience as a PBX operator is a plus. Ideal candidate will possess good communication and interpersonal skills. EOE Appraiser I - Business Personal Property This candidate will visit and appraise all BPP accounts within an assigned route. Add new businesses and delete old accounts. Confirm ownership information, mailing address and business classification. Value business personal property and apply depreciation. Calculate rendition and negotiate value with property owners. Bachelor's degree in finance or accounting, or previous experience in appraisal is preferred. Must possess a valid driver's license and successfully complete a driving and criminal background investigation. Must have good communincation skills. Appraiser I - Residential Responsibilities include accurately measuring properties and gathering information and characteristics necessary to complete worksheets for properties under construction. Gathering information on construction permits to determine the status and percentage of work completed. Conduct reappraisal activities to accurately record changes to propeties as well as evaluate the conditon. Calculate real property renditions and negotiate value with property owners. Conduct customer service functions in person and on the phone throughout the year. College degree in real estate, finance, or related degree or previous experience in appraising. Must possess a valid driver's license. Must successfully complete a driving and background investigation. Good communication skills required. Clerk - Property Records - This candidate will process deed-type documents, correspondence, and research request forms to update property records. Research property situations via CRT, microfilm, microfiche, plats, BRC Quick Search and other sources. Perform data entry and retrieve ownership transfer information from the CRT. Process correspondence and inquires from taxpayers and/or tax jurisdictions by answering a variety of procedural questions and questions regarding property accounts. Perform repetitive tabulations for routine reports. Must have High School Diploma or equivalent. Should possess good math skills and strong CRT skills. Must be able to type 20 WPM and data enter alphanumeric entries at 4,000 KPH as well as attain a satisfactory score on the standardized clerical skills test administered by the District.
