| The mission of the Environmental
Services Department and its four divisions is to protect public health and
safety. These programs are dedicated to providing a safe, clean and healthy
environment for Carrollton residents and businesses. They also contribute to
preventing pollution, maintaining property values, preventing disease and
preventing urban decline. In addition to implementing these programs, we make
periodic presentations to schools and citizen groups. All residents in
Carrollton are provided access to Dallas County public health clinics for
inoculations, well baby clinics, disease treatment, etc. We welcome you to

ANIMAL SERVICES
DIVISION

The Carrollton Animal Services
Division seeks a safe and healthy relationship between our citizens and
animals. Animal Services works with Carrollton residents to obtain and
encourage continued compliance with city and state laws. Animal Services
focuses mainly on domestic animals, but our officers are also trained to assist
our customers with management and damage control of wildlife such as skunks,
opossums, snakes, raccoons, birds, coyotes and other species. The Animal
Services staff maintains the Carrollton Animal Shelter to provide for housing,
feeding and humane treatment of stray and/or abandoned animals. Animal Services
also responds to mosquito complaints through our Vector Control Program. If you

COMMUNITY
SERVICES DIVISION

The Community Services Division is
comprised of three programs: the Food and Consumer Safety Program, the
Multi-Family Housing Inspection Program, and the Neighborhood Integrity
Program. Should you have any questions regarding any of these programs or wish

Food and Consumer Safety Program is responsible for protecting the public health by inspecting
and monitoring food safety in restaurants, grocery stores, public and private
schools, daycares, and other retail, wholesale and institutional food
establishments. The Food and Safety Program is also responsible for licensing
restaurants, mobile food vendors, ice cream carts and ice cream
trucks.
Multi-Family
Housing Inspection Program has the mission
of providing leadership in the maintenance, revitalization and improvement of
Carrollton apartments, hotels, motels and rental units through the enforcement
of the Uniform Housing Code and Uniform Building
Code.
Neighborhood Integrity
Program is responsible for implementing
various city ordinances relating to the maintenance of residential and
commercial property through code enforcement; examples include high grass and
weeds, removal of trash and debris and the abatement of junked vehicles. The
program also enforces the Comprehensive Zoning Ordinance, the Sign Code, and
perform abatement of dangerous buildings and
structures. |

QUALITY DIVISION

The Environmental Quality Division is
comprised of three programs: the Industrial Pretreatment Program, the
Pollution Control Program, and the Stormwater Program. If you have questions

Industrial Pretreatment Program is a
federally-required regulatory program aimed at controlling wastewater
pollutants from industries and other point sources within the City of
Carrollton. Proper management of this program is insured by the continuous
evaluation of the wastewater streams of existing and new facilities, and the
continuous reporting by and monitoring and inspection of permitted
industries.
Pollution Control Program promotes and
enforces federal, state and local pollution regulations regarding hazardous
chemical storage and disposal of non-hazardous chemical and liquid waste.
Permits are issued to liquid waste haulers and oversight is given to internal
environmental compliance by the city. SARA Title III emergency planning
and community right-to-know efforts assist in responding to hazardous materials
incidents with the Fire Department. Participation in Dallas County's
Local Emergency Planning Committee (LEPC) and the Public Health Advisory
Committee, and liaison with the North Central Texas Council of Government's air
quality programs are other important roles.
Stormwater Program is committed to
protecting the quality of our surface waters. Because urban runoff is a major
cause of water quality impairment, the U.S. Environmental Protection Agency has
issued a second phase of stormwater regulations. Under the EPA rules the
City of Carrollton is responsible for reducing the amount of pollutants washed
into our creeks and ponds. When it rains, contaminants from household
chemicals, herbicides and fertilizers, pesticides, pet wastes, automobiles, and
construction sites are washed from our lawns, roads, and parking lots into our
waterways. The polluted runoff enters the storm drain system and empties
directly into our creeks without any treatment. Key features of the
Stormwater Program include an extensive public education campaign, dry weather
screening, water quality sampling, site visits and inspections. |

SOLID
WASTE DIVISION

The Carrollton Solid Waste Division
is responsible for providing residential and commercial customer service
through the collection, disposal and recycling of discarded items in a manner
that is safe, efficient, environmentally sound and cost effective. Please

Recycling is offered to Carrollton
residents via curbside collections and a conveniently located Drop-Off Center
at 2155 Sandy Lake Rd. A Citizens Collection Station is located adjacent
to the Drop-Off Center. Residents may take their waste to this site for
disposal. The Center is open seven days a week, excluding city recognized
holidays, from 8:00 a.m. to 6:00 p.m. Residents must provide proof of current
residency (current drivers license and utility bill) at the
Center.
Commercial Services are offered to
Carrollton businesses, including waste collections and various recycling

Residential Services consist of automated
garbage collection, curbside recycling, yard waste, household hazardous waste,
and bulky/large item collections. All waste items, except household hazardous
waste, are collected on a designated day. Holidays and inclement weather may
